Disruptive Delivery Data Explorer: New tool reveals voters’ message to politicians - deliver or be disrupted

News28th March 2025

The Tony Blair Institute for Global Change (TBI) has launched the Disruptive Delivery Data Explorer – an interactive tool that reveals insights into voter behaviour and attitudes across six major democracies.

Now live on the TBI website, the Data Explorer enables users to explore the findings from a major survey of 12,000 people across the UK, US, Germany, France, Canada and Australia, which was carried out as part of TBI’s publication Disruptive Delivery: Meeting the Unmet Demand in Politics.

The tool groups political parties – including Reform in the UK, Marine Le Pen’s movement in France and Germany’s AfD – into five voter blocs based on how similar their voters are, from the “Insurgent Left” to the “Traditional Centre” to the “Insurgent Right”.

By grouping parties with similar voter bases, the tool helps uncover the shared drivers behind insurgent political movements, such as collapsing trust and deep economic pessimism. It also lets users discover where voters stand on key issues like immigration, climate, technology and the economy – often revealing unexpected areas of agreement.

The Data Explorer shows that voters are far more complex than their party label – and that across the spectrum, many are united by a call for bold, transformative change to counter a widespread sense of decline.

Creator of the Data Explorer, TBI’s Robert Johnson, said: “Political strategists and commentators are grappling with the significant political questions of our age right now – what explains the collapse of mainstream parties across the West? Are populists tapping into the same voter frustrations and desires? And where might a new consensus be found?

“Our evidence-based model sheds light on these questions, showing that voters are much more complex than the boxes their voting preferences put them in. They are united in a desire for bold, transformative change that reverses a pervasive sense of decline – if mainstream politics can supply that, they’ll find a winning voter coalition out there.”

TBI’s Disruptive Delivery: Meeting the Unmet Demand in Politics report set out a route forward for mainstream parties, calling on progressives to abandon outdated ideologies and embrace technology-led, delivery-focused politics: “Disruptive Delivery”.

The Data Explorer was created by TBI’s Robert Johnson, Kayla Crowley-Carbery, Alex Otway and Tim Rhydderch.
